Information must be collected and reported at the Census Tract level, with carriers providing broadband coverage details including upload and download speeds by service tiers. Reports are submitted semi-annually to ensure up-to-date coverage data.
Carriers who fail to report accurately can be subject to significant fines per day during which the offense occurs.
